All-Russian Classifier of Educational Specialties ( OKSO) is an integral part of the Unified System of Classification and Coding of Information (USCC) of the Russian Federation and was prepared as part of the implementation of Resolution of the Council of Ministers - Government of the Russian Federation dated February 12, 1993 N 121 “On measures for the implementation of the State program for the transition of the Russian Federation to the system accepted in international practice accounting and statistics in accordance with the requirements of the development of a market economy" taking into account the changes that have occurred in the system of higher and secondary vocational education in Russia.
